Horizontal Control Survey:

 

Coordinated and correlated horizontal position data forming a framework to which other surveys are adjusted.  The positions may be refereed to the geographic parallels and meridians or other lines of reference, such as plane coordinate axes.  Horizontal Control Surveys are usually executed with greater precision and accuracy than is required for dependent surveys.
